Europe felt a moment of respite on Monday, as the crisis triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are fought: hopeful statements are released from multiple capitals. Immense energy is expended on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from across the border, a ability provided through timely intelligence. From vantage locations, military aircraft that had been deployed to intercept incoming aerial threats flew past – sophisticated military planes provided to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense activated: several firings targeted at a incoming threat. This was a advanced protection mechanism at work, most likely supplied through allied countries. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly becomes resigned acknowledgment: possibly the approaching threat won't strike its target this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its target.
Periodically, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on international aid – a need that neighboring countries are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually secure success. This trend will, no doubt, persist.
Strategic Calculations
It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. Washington operates on a principle familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is unrealistic to compel Moscow to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, American administration does minimal to discourage Russia, through diplomacy or military means, from assuming that the status quo will not shift further in its benefit in the near future.
Opposing Positions
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but preventing a complete military breakdown until situations evolve in its advantage.
Current Realities
Objectively, there are no real preconditions for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains quite doubtful that this will change their overall approach.
These two forces are influencing discussions.
Summary and Prospects
It took a only one week to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.
While new plans based on old ideas are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
